Four generations of Andrew’s family have proudly called West Virginia House District 11 home. His grandparents, Ambrose and Helen Borkowski, raised eight children on Emerson Avenue, including Andrew’s father, Ed.

While Andrew wasn’t born in West Virginia, he was raised here. During his parents’ work overseas with Borg-Warner Chemicals, Andrew and his older brother were born in Stirling, Scotland. After returning to Vienna, his younger brother was born. The family later relocated to Mexico City for another opportunity with Borg-Warner before ultimately returning home for good when Andrew was four years old.

Andrew attended Greenmont Elementary School, where he began building lifelong connections in the community. Growing up on the playgrounds of Vienna and competing in Vienna Recreation sports helped shape the values and work ethic he carries today. He continued his education at Parkersburg Catholic High School.

After graduation, Andrew attended Methodist University in Fayetteville, North Carolina, where he earned a Bachelor of Science in Business Administration. He then moved to Atlanta, Georgia, where he began his professional career in golf sales and earned his Class A PGA certification.

In 2008, Andrew returned to the Mid-Ohio Valley to join his family’s industrial sales business.

Through his diverse life and professional experiences, Andrew has developed a deep understanding of the challenges facing individuals, families, and communities across West Virginia. He is committed to being a strong conservative voice for District 11—working to ensure it remains a great place to live, work, and raise a family.

Andrew believes our community and state must continue to move forward. As your Delegate, he will advocate for conservative, pro-growth policies that create jobs, strengthen the economy, and put working families first. He supports investing in our youth, strengthening both public and private education, and expanding access to higher education and skilled trades to build a workforce ready to attract and sustain manufacturing jobs.

Andrew has served on the Board of Directors for Mountwood Park for the past 12 years and currently serves as Treasurer. During his tenure, the board secured a long-term tenant at White Oak Village, ensuring financial stability for the park. He also helped lead the development of a 600-acre ATV park featuring approximately 20 miles of trails. Additionally, the board was awarded a $2.6 million AMLER grant and is currently working to develop a state-of-the-art campground.

In November 2024, Andrew was elected to Parkersburg City Council. After his first year of service, he was unanimously elected Council President by his peers. During his time on council, he has been a strong advocate for responsible, conservative fiscal policy.

Andrew’s priorities include:

  • Reducing taxes and regulations

  • Modernizing economic development

  • Investing in critical infrastructure, including water, sewer, roads, and bridges

West Virginia has tremendous potential. Andrew believes fresh ideas and new perspectives are essential to driving meaningful, positive change.

He understands that effective leadership requires collaboration. Politics is a team effort, and Andrew’s ability to connect with people and work together will serve District 11 well. He looks forward to the opportunity to serve the people of West Virginia and give back to the community that has given so much to him.
